Arua CM Court Welcomes New Magistrate as Stakeholders Rally for Stronger Justice Delivery

The Arua Chief Magistrate's Court today formally welcomed HW Muwonge William, Magistrate Grade One, following his transfer from Mukono Chief Magistrate's Court, in a ceremony that underscored unity, professionalism, and renewed commitment to service delivery within the justice system.

The event, presided over by HW Conrad Obol Oroya, Chief Magistrate of Arua, brought together judicial officers, representatives of the Justice, Law and Order Sector (JLOS), and court staff in a show of institutional cohesion and shared purpose.

HW Oroya emphasized the centrality of teamwork in the administration of justice, noting that effective service delivery depends not only on internal coordination within the court but also on strong collaboration with external stakeholders. He called for a collective approach that integrates all actors in the justice chain to ensure efficiency and public confidence in the system.

Addressing the incoming magistrate, he urged strict adherence to the Judicial Code of Conduct, highlighting the importance of integrity, professionalism, and responsive customer care. He further encouraged the continued promotion of Alternative Dispute Resolution (ADR) and Plea Bargaining as key tools for enhancing case management and timely disposal of cases.

In his response, HW Muwonge William expressed gratitude for the warm reception accorded to him and expressed his commitment to working closely with judicial colleagues and stakeholders to enhance access to justice in the region.

Speaking on behalf of the Bar, Mr. Onencan Ronald Ojinda and Ms. Rita Kirungi pledged full cooperation with the Bench, underscoring the importance of mutual respect and professionalism. They noted that while the legal system is inherently adversarial, any disagreements should be managed through established professional channels to preserve decorum and uphold the integrity of the legal profession.

SP Muhangi, Officer in Charge of Arua Main Prison, welcomed HW Muwonge to the region, expressing confidence that he would find the community supportive and conducive to effective judicial service.

The ceremony was attended by HW Imalingat Christine, Senior Magistrate Grade One; Her Worship Amweno Hellen, Magistrate Grade One; and various stakeholders including representatives from the Uganda Law Society, Redeem International, FIDA Uganda, Uganda Police, and the Uganda Prisons Service.
